Interesting incentives problem. The producers able to capture the producer's surplus are exactly the ones that make the decision to enact the barrier to trade. They're the ones that get the pro-growth benefits of the barriers, rather than the benefits being more socialized.
Hopefully this isn't the future of the international trade system: replacing socialized barriers with private ones.
